The incentives to install energy efficiency measures are different between the rented sector and the owner occupied sectors. In the rented sector, the tenant has most to benefit from improvements to the energy efficiency of their property (a warmer home, lower bills) but the landlord is likely to be the person who would make (and pay for) those changes. Efficient energy consumption in buildings is one of the most affordable ways to lessen the detrimental effects of climate change and health-related problems. The introduction of the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 (SI 2015/962) (MEES Regulations) created a requirement that in certain circumstances properties in England and Wales can only be let if a minimum energy efficiency standard has been met. A Commercial EPC is accompanied by a secondary report that provides recommendations on how the energy performance of the building could be enhanced, together with an indication of the payback period. These recommendations are provided in four categories relating to the payback period. Can a non domestic epc register solve the problems that are inherent in this situation?

Energy Performance Certificate Assessors

The government consultation for England & Wales is proposing to raise the MEES threshold for commercial premises to B or C by 1 April 2030, with either a phased incremental increase in the threshold rating between 2023 & 2030 or a cliff edge implementation on 1 April 2030. Current exemptions look set to remain. Whereas a SAP is mostly used for homes and properties we live in (residential), a SBEM is used for commercial buildings, and is basically used to monitor and calculate the CO2 emissions that are coming from these properties, which can range from hotels through to factories or warehouses, as it is important to not only know the CO2 emissions coming from a building, but also to know how to cut them down as well. When selling a property in the UK, it is now a legal requirement to have a valid EPC in place before the marketing of the property begins. Your EPC needs to be ordered before you begin to market your home, and therefore available to interested buyers as and when required. For multi-let buildings, assessors can provide an EPC for just the part being marketed, or for the whole building. One EPC can be obtained to cover the whole of a multi-let building if it has a common, centralised heating system. This EPC can then be reused for the next 10 years if individual floors or suites are let, or if the whole building is let or sold. The energy consumption and carbon dioxide emissions for an EPC are calculated by considering these demands in relation to the details of the building services. The energy assessor will need to understand the internal layout of the building and for what purpose it is used. The energy assessor will need to validate (via plans and or a physical survey) zone distances, thermal insulation and building services. Formulating opinions on matters such as commercial epc can be a time consuming process.

After a consultation in December 2020, the government have announced changes to the Minimum Energy Efficiency Standards for England and Wales. The government have proposed that all rental properties will need an EPC rating of ‘C’ or above by 2025. Similar to the previous changes, the new regulations will be introduced for new tenancies first, followed by all tenancies from 2028. CIBSE certified Low Carbon Energy Assessors (LCEAs) have undertaken additional training so that, not only are they able to provide you with an energy performance certificate, they can also provide tailored advice to help you cut the energy costs and carbon emissions in your buildings. EPC‘s have been introduced to help improve energy efficiency of buildings. Since October 2008 it has been a legal requirement that commercial and public buildings must have one, whenever a property is sold, built, rented or leased. This certificate should be made available as soon as marketing commences. Energy Performance Certificates can cost anywhere up to £120 (though the price can be much lower). Shop around to get the best deal – which you’ll often find by going direct to a domestic energy assessor, rather than via an estate agent. An EPC is a report drawn up by an accredited domestic energy assessor. They’ll visit your home to check how much energy it takes to power the property and keep it warm. Maximising potential for mees isn't the same as meeting client requirements and expectations.

Minimum energy standards are an excellent way to tackle fuel poverty. This is because properties with lower EPC ratings are typically far more expensive to heat. There are many reasons why homeowners should consider energy efficiency, from the clear environmental and financial benefits of cutting energy use to potential improvements in mental and physical health. In fact, energy efficiency has become one of the common features that prospective homeowners look for when purchasing a home. You can commission an EPC yourself or it may be commissioned on your behalf by an agent such as an estate agent. EPCs can only be produced by an accredited energy assessor. Energy assessors may be self employed or employees of service organisations such as estate agents, conveyancers or energy companies. The Minimum Energy Efficiency Standards (MEES) was launched in April 2018. This requires all rented or sold properties in England and Wales to have a minimum EPC rating of ‘E’ or above. In December 2020, the government announced yet another change to the Minimum Energy Efficiency Standards. They proposed that all rental properties will need an EPC rating of ‘C’ or above by 2025. The action of selling, renting or construction of a commercial building, triggers the need for an energy performance certificate. An EPC is not required for an existing tenancy. Optimising the energy efficiency of existing and new buildings and plant is the number one opportunity for cutting energy costs and reducing carbon emissions. Done properly, savings in the order of 20 – 50% can be achieved with commercially attractive paybacks. A building with separate parts and heating systems requires a single EPC for each part being offered for sale or let. For this purpose, you must also provide an EPC for the conditioned communal areas or request one for the whole building. Energy assessors must act in an independent manner and for ensuring the EPC is lodged on the central non-domestic EPC register. Accreditation schemes must make adequate provision to ensure that the energy assessment is carried out in an independent manner. Energy assessors must declare whether there is a conflict of interest in them undertaking an assessment. An understanding of the challenges met by mees regulations can enhance the value of a project.

Property Rules Are Changing

Any building that is used by a recognized religious group for the purpose of worship is exempt from the requirement to provide an EPC if marketed for sale or to let. However, most religious buildings find themselves being used for a multitude of uses simply to get full value from the cost of upkeep and to provide to the varied needs of their communities. As from April 2018, landlords in the private rented sector need a minimum rating of E for their rental properties. Failure to meet this standard could result in fines so must be avoided at all costs! Tenants have the right to make improvements to the energy efficiency of the property, with the permission of the landlord. From April 2020, these regulations will also apply to all ongoing assured tenancies in existence. Most buyers these days will know the financial implications of buying a property with a lower EPC rating and it’s very possible in the future that taxes and benefits will be increasingly tied to a property’s EPC, making the cost of reducing the carbon emissions a factor that should be considered when buying. It is also worth noting that since April 2012, an EPC rating of band D or higher has been needed if you want to have solar panels installed and receive the standard rate from the ‘Feed-in Tariff’.
